The Marine Superintendent should be contacted if the sampling plan for a cruise includes occupying foreign waters.   Foreign clearances often require 7 to 8 months to process and therefore should be discussed with the Marine Superintendent immediately after cruise is scheduled.   Specific information can be found within the US State Department website
